Omission bias

Description

The tendency to judge harmful actions as worse, or less moral, than equally harmful omissions (inactions).

Example 1:

A manager might be judged less harshly for failing to invest in a new safety feature (omission) that could have prevented an accident, than for implementing a new procedure (action) that inadvertently caused one.

Example 2:

A manager might be judged more harshly for making a decision that leads to a small loss, than for failing to make a decision that would have resulted in a large gain but also carried some risk.
